13 . Application Review Process
CAH selects individuals who are arts, humanities, subject matter experts, and/or business professionals, independent of CAH, to serve as advisory review panelists for each grant program. The role of a panelist is to review and score an eligible application’s content to the established grant program review criteria. Panelists participate in a group review of CAH grant applications, according to the grant program, to discuss and comment on the merits and deficiencies of applications and finalize their application-related scores in the presence of CAH staff and Commissioner Conveners.
CAH staff, Commissioner Conveners, and panelists are to remain impartial in their review of CAH grant applications. CAH ensures that all involved recuse themselves from review of any application that presents a personal or professional conflict of interest (or the appearance of a conflict of interest).
CAH’s grant application evaluation process takes into consideration general standards of decency and respect for the diverse beliefs and values of the American public consistent with the National Foundation on the Arts and Humanities Act, as amended.
14. Application Review Criteria
All PABC applications are scored according to the following four categories:
Artistic Merit 25%
- Proposed artwork and work samples demonstrate high standards of artistic excellence, quality workmanship, innovation, and creativity within the chosen discipline(s). (10 points)
- Proposed artwork takes into consideration the dynamics of the site and provides aesthetic quality through innovation and thoughtful design as demonstrated through scale renderings of the proposed artwork at the site. (10 points)
- Applicant has experience with site-specific public art projects and uses personnel with demonstrated arts expertise (such as arts administrators, professional installation artists) to plan and implement artistic content. (5 points)
Capacity & Sustainability 25%
- Proposed project goals and production/installation schedule are feasible. The applicant is equipped with and demonstrates expertise in artmaking, project management, and the implementation of public art. (10 points)
- Applicant’s budget information is detailed, feasible, and relevant to the project’s overall scope and implementation. (5 points)
- Project materials and installation techniques are of industry standard and use materials that are sustainable and require minimal maintenance. (10 points)
Community Access & Engagement 25%
- The project provides shared learning opportunities that facilitate a greater participation in public art, represents the community, and promotes an inclusive environment. (10 points)
- Proposed work and/or its ancillary programming has potential to engage a diverse audience based on culture, age, physical ability, and/or languages spoken. (10 points)
- Project location(s) and/or presentation(s) are accessible. (5 points)
Community Impact 25%
- Application demonstrates authentic engagement with the community and sensitivity to the project site for a work that reflects the cultural, ethnic, and economic background of the community and enhances the proposed site. (10 points)
- Proposal supports the economic vitality of the District and the local community by promoting economic activity to the immediate area and/or supporting the financial health artists, arts organizations, local businesses, and community partners. (5 points)
- Applicant demonstrates how the meaning, content, and themes of the artwork impacts the intended audience with consideration of culture, age, physical ability, languages spoken, or environment. (5 points)
- Project demonstrates potential to do one or more of the following: 1) broaden CAH’s reach to communities and/or neighborhoods less served through public art and/or 2) support projects by individual artists and/or artists new to the public art field. (5 points)
