Job Summary
This position is located in the D.C. Commission on the Arts and Humanities, Executive Office of the Mayor. The D.C. Commission on the Arts and Humanities is the official arts agency of the District of Columbia.
The purpose of this position is to perform a wide variety of duties related to development and implementation of grants procedures, grant application review and evaluation, negotiation, and grant awards.
Duties and Responsibilities
Manages and oversees the review and evaluation of assigned grant applications to ensure adherence to grants management polices regulations and statutory requirements and to ensure the selection of grantees with maximum potential for success. Serves as official grant manager for assigned applications. Advises and monitors independent review panels by interpreting policy. Plans, drafts, and finalizes the agency’s annual grant submission to the National Endowment for the Arts (NEA) within the required timeframes, including grant submission and reporting stipulations. Manages the development of grant guidelines, application questions and evaluation criteria to ensure applicant eligibility adheres to agency objectives. Evaluates policy recommendations to adjust guidelines and grant programs year-to-year.
Ensures that grant programs address the needs within the community and coordinates the team to engage with applicants. Oversees, reviews, and evaluates grant awards to ensure compliance with policies, and agency requirements before issuance, and confirms accuracy and allocation of appropriate award amount. Prepares information for assigned grants, such as special terms and conditions, for grant awards. Provides supervision in solving problems related to methods, procedures, and process improvements that impact program operations. Supervises, trains and evaluates the work of subordinate staff, and assists in the development of skills necessary to accomplish established performance goals. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Demonstrated experience monitoring the review and evaluation of grant applications, maintaining grants management planning tools and monitoring grants and grant-related activities. Supervisory experience is preferred.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
