Job Summary

The position is located in the DC Commission on the Arts and Humanities (DCCAH). The mission of the DCCAH is to provide grants, programs and educational activities that encourage diverse artistic expressions and learning opportunities, so that all District of Columbia residents and visitors can experience the rich culture of our city.

The incumbent works closely with the Executive Director in developing and providing direction for all communication around public information, internal information, and community relations activities.

Duties and Responsibilities

Develops an agency-wide communications strategic plan and serves as the agency's primary point of contact for media and public inquiries to include requests for public information, media interviews, and official statements; and coordinates requests for speaking engagements as needed. Develops working relationships with media representatives and community leaders and analyzes public feedback regarding the CAH and its programs. Writes, edits, and manages news releases, talking points, public service announcements, public notices, fact sheets, and other materials for distribution to CAH grantees and constituents.

Prepares policy statements and reviews proposed legislative documents. Ensures that all information and materials accurately reflect the policies, views, program strategies, and initiatives of the CAH. Responds to news media inquiries and manages crisis communications and addresses conflicts with internal/external audiences as appropriate and in a timely manner. Develops internal and external communication tools such as newsletters, strategic planning documents, recognition programs, focus groups, team building exercises that will further highlight CAH accomplishments.

Oversees web content development and the quality control of information disseminated on the internet and/or intranet. Collaborates with IT to procure and maintain the technology necessary for CAH to disseminate information effectively.

Qualifications and Education

Applicants must have at least one year of specialized experience equivalent to the grade 13 level. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience: Extensive knowledge of the principles, methods, and practices of communication; skills in applying this expertise in media and public relations by developing written information materials for dissemination through a variety of media.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

Position Designation: The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
