FY 2022 Color the Curb-School Safety Program FAQ

COLOR THE CURB: SCHOOL SAFETY PROGRAM

FREQUENTLY ASKED QUESTIONS

(Last updated February 11, 2022)

GENERAL:

Q: Will the school selection committee that will be working with the artist include Houston ES Parents?
A: The Color the Curb project goal for each DCPS school site is to honor and represent the school and community history. Schools will modify school engagement in the Color the Curb project to meet each school’s needs and ability to participate. Community feedback on designs is welcome and will be added to the process.

ELIGIBILITY:

Q: If I apply with another artist, as a team, does the other artist have to live in DC?
A: Per page 5 of the grant guidelines, the lead artist must be a DC resident and must actively be involved with all aspects of the design, fabrication, and installation of the ground mural. This information is found under the GRANT ELIGIBILITY AND RESTRICTIONS.  The grant guidelines are on CAH’s website: https://dcarts.dc.gov/page/fy-2022-color-curb

MATERIALS AND METHODS:

Q: Is the material for the street murals always painted? Or is there any other material considered, such as tiles?
A: The murals must be painted with materials that will withstand foot traffic and weather conducive to  an asphalt ground surface.

FORMS:

Q: How should the Security Statement be prepared and presented?
A: For the security statement, create a word document with your  full name and address  that Includes the following information:

Name of Applicant
Address of Applicant

To whom it may concern:

If awarded, I agree to submit to and pass a District of Columbia government-administered criminal background check pursuant to the Criminal Background Checks for the Protection of Children Act of 2004, a DCPS review of applicable state and federal child protective and sex offender registries per D.C. Code § 38-951.03(a)(5) and 42 C.F.R. § 1302.90, and a tuberculosis screening prior to the start of youth engagement activities.

You should then sign your name and date the document.

Upload the document under required Forms

Q: List of Insurance Carriers and Policies to certify an applicant's current general liability insurance carrier and coverage status.  Is this intended for Individuals?
A:  Many exterior artists carry general liability insurance -either on a year basis or by project.  If the applicant has such insurance or previously carried GLI; then listing that carrier is fine.  If the applicant does not carry GLI, then list any other type of insurance, such as automobile, or can list name/s of carriers from which a quote has been obtained.  If awarded, funds from the grant can be used to purchase GLI for the project.

Q: Why is General Liability Insurance required
A: CAH requires General Liability Insurance for all project-based grants  This project also requires painting in the roadway.  Per the guidelines (page 11) under ALLOWABLE COSTS AND FUNDING RESTRICTIONS, insurance is an allowable cost, if awarded a grant.

TECHNICAL ASSISTANCE:

Q: Is an opportunity for 1:on:1 support from the Commission for new applicants?
A: CAH staff members in the Public Art Department are available to assist grant applicants through group or individual technical assistance. CAH staff members will not write applications for applicants. However, CAH staff members are available by appointment (up to thirty (30) minutes) to review application drafts on government business days from application release date through one (1) week prior to the grant application deadline. Applicants may contact CAH at (202) 724-5613 to schedule an application review meeting.
