East of the River Arts Initiative The East of the River Arts Initiative (EOR) focuses on arts activities east of the Anacostia River. The program strengthens organizational structures, develops audiences, and increases arts presentations east of the river. To be eligible, an organization's operating facility must be east of the Anacostia River (Wards 7 and 8) in the District of Columbia. The organization also must have federal (IRS) and District tax-exempt status by the application date, and a representative must attend one of the required workshops.
